MARDEN PARISH COUNCIL

MINUTES OF THE MEETING HELD ON TUESDAY 10TH FEBRUARY 2004 AT THE ALLENS, ALBION ROAD, MARDEN COMMENCING AT 7.30PM

 

1.

PRESENT

Councillors Adam, Brown, Newton, Reed (in the Chair), Tippen and Tipples.  The Clerk, two members of the public and Borough Councillor Nelson-Gracie.

 

2.

APOLOGIES FOR ABSENCE

Councillors Day, Lutener, Reid and St Clair.

 

3.

MINUTES OF THE PREVIOUS MEETING

Amendment to Minute No. 1077 (9) omission of gritting of roads within the Parish raised by Cllr Tipples.

Minutes of the previous meeting signed as a true copy by the Chairman.

Model Code of Conduct

Vote for Signing the Code of Conduct as follows:

Ladies Toilets

Email received from MBC.  Toilets had been vandalised but had been repaired in the last few weeks.

Residents had asked the question as to why toilets were locked in afternoon.  MBC contacted and would look into - agreement that they are locked at 6pm in winter and later in the summer.

 

Other Matters Arising

Cllr Tippen raised the point of Staplehurst's Council meetings being quicker.  He was not keen on any more sub-committees being formed.

 

5.

PARISH MATTERS

a)

Annual Parish Meeting

Agreed to be held on 6th April 2004 in the Memorial Hall with same format as last year regarding handout of reports.  MBC have agreed to attend to talk on elections.

 

b)

Police Surgery

It was agreed that this would be called a Parish Surgery as it would go ahead even if there was not a police presence. 

 

Cllr Reed met with County Cllr Eric Hotson and the Police regarding policing.  Supt Corbishley agreed to meet with parishes.  The Clerk to chase.

 

Cllr Tipples asked whether more police presence on the beat and roads to deter offenders by their presence.

 

Letter to be sent to Rural Partnership regarding police cover when PC Carron is promoted.

 

 

 


 

PUBLIC FORUM

The Parish Council meeting was adjourned and the Chairman invited members of the public to ask questions or make statements. The public must not take part at any other time.

·          

Playing Field - The Clerk to speak with Graham Carey regarding perimeter hedges.

·          

Rubbish being tipped into ponds.  The Clerk to chase MBC regarding fencing at bottom of playing field/CCTV from MBC.  Also to speak with Environmental Health re clearing out.

·          

Lorry stuck on bollards outside Cornerways.  Staff from Tomkinsons helped to move it.

·          

Signs still missing from Underlyn and Pattenden Lane.  The Clerk to chase.

 

6.

MEMORIAL HALL

Letter received from Hollingbourne Property Services regarding the plumbing of the sinks in playgroup toilets.  Parish Council paid for these to be renovated.  Await until invoice received then speak to original contractor.

Open evening went well.

 

7.

CORRESPONDENCE

a)

KCC - Management of Gypsy Caravan Sites.  Transferred to MBC.  Clerk awaiting officer dealing with Stilebridge.  Parish Council to keep an eye on temporary sites.

b)

County Councillor Eric Hotson - Local Boards.  Cllr Adam to read.

c)

Resident - overhanging trees.  Cllr Reid to speak with resident.  The Clerk to contact MBC re TPOs.

d)

KCC - Additional Opening Hours of Marden Library.  Now open Saturday afternoons.

e)

MBC - Parish Seminar.  To be held at Lenham on 25th February.

f)

Kent Association of Parish Councils - meeting on 23rd February.

g)

MBC - Results of Parish Council survey. 

h)

MBC - Anti-Social Behaviour - public consultation.

i)

Kent Highways - Maidstone Rural Package Programme Bids.

 

Cllr Tipples asked whether any correspondence had been received from Kent Men of Trees.  Nothing currently received.

 

Borough Councillors

Nothing to report.

Cllr Adam asked when Borough Councillor Blackmore would be returning.  The Clerk had received an email with dates.

KAPC - Planning Information Day

 

 

Cllr Tipples asked how MBC view the Village Design Statement.  The Clerk to write to Planning Department.

Cllr Tipples raised the letter received regarding Marden Cricket and Hockey Field.  A site visit had taken place and notes of the meeting were due to be put before the next planning meeting.

Cllr Tipples raised concern as to attitude of planning committee and speaking on behalf of Parish at MBC planning meetings.  Cllr Brown replied that the planning committee is for the benefit of the parishioners and MPC have own views regarding the parish.  The Cllr who attends MBC to speak is usually the one most interested and available to speak.  Planning Committee has delegated powers as set out in Standing Orders.

 

POLICE

There were 14 crimes during the past month:  1 theft from motor vehicle; 1 ABH; 1 arson; 1 taking vehicle without consent; 4 thefts; 1 burglary other than dwelling; 5 criminal damage.

 

9.

HIGHWAYS

a)

Copy letter re ditch clearance.

b)

Traffic Consultation.  Final draft circulated to all councillors.  Council thanked Cllr Adam for all work put into the mornings and preparing the document.  Cllr Adam proposed that document adopted by Parish Council - agreed.  Information now to be sent back to MBC re funding for 2004/05. 

 

c)

Other Highways Issues

 

Gritting information received.  The clerk to chase MBC for criteria information.

Gulleys along Howland Road still blocked.

Cherry Orchard Estate.  The Clerk to speak with Wimpeys regarding adoption and repairing path etc.

Litter  bin at Chantry Road vandalised.

 

10.

a)

New fees with effect from 1st April 2004 agreed at Finance Meeting.

 

 

11.

PLAYING FIELD

a)

MBC Report - dog signs need to be replaced.

ROSPA report.  Request this to be undertaken.
