MARDEN PARISH COUNCIL

MINUTES OF THE MEETING HELD TUESDAY 9TH SEPTEMBER 2003

IN THE ALLENS, ALBION ROAD, MARDEN AT 7.30 P.M.

 

1.

PRESENT

Councillors Adam,  Lutener, Newton, Reed (in the Chair), Reid, St Clair and Tipples.   The Clerk, Borough Councillor Nelson-Gracie and 15 members of the public

APOLOGIES FOR ABSENCE

Councillors Ballard, Brown, Day and Tippen.

MINUTES OF THE PREVIOUS MEETING

4.

MATTERS ARISING

Model Code of Conduct

Vote for Signing the Code of Conduct as follows:

Due to the situation with transport to Angley School the Chairman decided to open the meeting for discussion with parents.  Letters from County Councillor Eric Hotson and Ann Widdicombe were read out.  Councillor Lutener had spoken to Paul Carter for KCC would informed him that "that's the system as it is".  Parents had campaigned three years previous over transport but unfortunately this problem occurs every year.  Marden has only one nominated school (ie Cornwallis) whereas Collier Street and Staplehurst have two.

Felt that two problems existed (1) immediate - transport needed urgently for children currently at Angley; (2) ongoing - push the fact that Marden needs to have two nominated schools thereby transport provided. 

Pressure needs to be put on all concerned for temporary transport until the current problem is sorted out together with pressure to ensure above is carried out. 

The Clerk would arrange a meeting with Paul Carter, KCC Transport Manager and Eric Hotson as soon as possible to discuss all options.

 

POLICE

18 crimes since last meeting - 5 criminal damage ; 1 theft from motor vehicle; 3 burglaries other than dwelling; 1 attempted burglary other than dwelling; 3 thefts (1 detected); 1 shoplifting offence; 4 assaults (3 detected).

PC Carron informed Council that the police surgery may be able to go ahead this Saturday - would inform Clerk.

He also informed the Council that bogus workmen were calling on people to undertake work and charging a large amount for shoddy work.  Posters would be placed around the village to warn residents.

 

5.

PARISH MATTERS

a)

The Traffic Consultation morning would take place on Saturday 1st November at the Scout HQ.

b)

The Playscheme had another successful year with all children enjoying themselves with two trips out.  Next year they have asked whether it is possible to extend to four weeks.  This would be looked into.  Parish Council expressed their thanks to the helpers.

c)

Stilebridge Liaison Meeting - this had been scheduled for 17th September but members of KCC Gypsy Unit were unable to attend.  The Clerk to arrange another date.

d)

A Thanksgiving Service was due to be held on Sunday 21st September to end Festival Fortnight.  Councillor Tipples, Reed and Reid said they would attend on behalf of the Parish Council.

 


PUBLIC FORUM

The Parish Council meeting was adjourned and the Chairman invited members of the public to ask questions or make statements. The public must not take part at any other time.

A resident commented on the clearance of the Chestnuts and informed the Council that a metal pole was being used to vandalise pavilion.  Slabs had not been removed and had been  broken up and thrown on roof.

Thanks were expressed to Councillors Newton and Reid for helping to put up bunting.

·          

What was happening regarding Annabel Blackmore?  County Councillor Eric Hotson was meeting with the Conservative Party in the next few days and would report back to the Parish Council.

On the above issue several councillors said that they felt that Councillor Blackmore was trying to help with the Angley situation and was returning residents phone calls, together with meeting parents whilst visiting England.  The situation, however, was not to the advantage of local residents.  Sorry that Councillor Hotson was not in attendance as would have liked him to answer why Borough Councillor McGannon had not stood down at the last election.

 

6.

MEMORIAL HALL

John Banks attended the meeting and reported that virtually all works had been completed at the hall with everything better than was thought possible.  The Long Room had been renamed "The Old School Room" and wished to thank KCC, MBC and the Parish Council for all their financial assistance.  Councillor Adam, on behalf of the Parish Council, thanked Mr Banks on the work he has undertaken to get the memorial hall looking completely transformed.

Councillor Hotson wrote in response to Parish Council meeting regarding Councillor Blackmore and the Rural Warden.

The Boundary Committee - papers with Cllr Adam

Booklet from Standards Board - Cllr Newton to read

g)

MBC - thanks to Parish Council for holding meetings at Marden and informing of Parish Conference on Saturday 11th October.

h)

Thanks from Kent Air Ambulance for addressing last Council meeting.

Complete form re Support for Parish Councils.  Agreed and submitted to MBC

j)

Reply from MBC re Arts Development

k)

Kent Tree Warden Scheme - Not entering but still involved with Kent Men of Trees.  The Clerk to chase as to situation.

l)

MBC - The Big Debate.  A meeting was to be held on 29th October at Maidstone Grammar School.

Cllr Adam had read consultation paper from ODPM regarding indemnities.  Something that Parish Council should look into. 

 

Borough Councillor Nelson-Gracie present.   Nothing to report.

9.

HIGHWAYS

a)

Copy letters from MBC re ditch clearance and maintenance

Form received from MBC Highways Department for weekly completion and return.

 

A resident had fallen on footpath between Rookery Path and Chantry Place.  The Clerk to speak with Highways regarding this.

 

Concern had been raised as to lorries in Sovereigns Way mounting pavement when delivering to building site.  The Clerk to investigate regarding provision of dropped kerb.

 

Litter bin at Chainhurst had been vandalised. The Clerk to contact MBC.

 

The Clerk to contact Transport Police regarding CCTV at Marden Station.

 

The Clerk to contact Wimpeys regarding adoption of Cherry Orchard estate.

 

10.

CEMETERY

Due to work commitments Cllr Lutener was not able to install seat last month.  Would be able to do shortly.  Cllr Tipples asked that low branches on oak tree not be removed.  Trees at back of cemetery seem to be dying.  Hopefully should recover now hot weather passed.

 

11.

PLAYING FIELD

a)

Report from MBC received. ROSPA report should be received soon.  Meeting to be arranged following this.

b)

The Clerk to contact Poolsafe to undertake resurfacing of play area.

c)

Letter received from resident regarding hedging and other issues.  Cllr Reid had spoken to Graham Carey regarding cutting hedges and costs were agreed.  On other issues the Clerk would write to resident to see what could be done.

Other Parish Issues

Cllr St Clair asked whether the notice board from Chantry Road was to be moved.  Graham Carey is aware of this and will be undertaken as soon as possible.
